Meeting Minutes
October 26, 2015

The meeting was called to order at 7:00 PM by Chairman Webber in the Little Town Hall.

Members Present: Gordon Webber (Chair), Michael Genest, John Robertson  
Staff present:  Donna Hanson (Town Administrator)

Agenda Items:
  • Mr. Robertson moved to approve the Board of Selectmen (BOS) minutes of October 13, 2015; Mr. Genest seconded.  Passed 3/0 Mr. Robertson moved to approve the Board of Selectmen Non-Public minutes of October 13, 2015. Mr. Genest seconded Passed 3/0
  • Ms. Hanson presented the 2015 Tax rate showing a decrease of .27 to $27.73 with the Town staying flat at $12.52, the School dropping $0.19 and the State school portion dropping $0.14. $477,000.00 was used from the fund balance. Mr. Genest moved to approve the tax rate at $27.73. Mr. Webber seconded. Passed 3/0
  • Mr. Peter Martel, Mr. Ben Pratt, and Mr. Rick Edmunds presented 3 general quotes to put a new roof on the Grapevine building. The quotes were A.D. Guislin Construction-$18,700, Guyer & Sons-$25,000, and Home Depot-$30,727. These quotes were to get an idea of cost before publishing a request for proposal (RFP). Mr. Martel will draw up the specs for the project and Ms. Hanson will send out an RFP.
Preliminary Department Budgets were presented for Police, Prosecution, Library, Cemeteries, Planning/Zoning, Town Officials, Building Inspection, Emergency Management, and Conservation.
Ms. Hanson gave an update on the success of the “First Annual Employee Safety Day”. The feedback from all that attended was very positive. A huge Thank you to Celeste Lunetta and Jim Plourde for organizing this.
Other Business:
  •                 Mr. Genest presented a flyer for the Antrim Community Garden Appreciation meeting that the Antrim Grange will be holding on Wednesday, October 28, 2015 at 7 p.m. All are invited to attend.
  • Road Agent Mr. Jim Plourde gave an update on the work to be done on Reed Carr Road. Mr. Plourde will send out certified letters to the homeowners on the road to let them know that some driveway culverts will need to be replaced. The town will replace the culverts; if need be, and bill the homeowner as driveway culverts are the responsibility of the homeowner per RSA 236:13.
  • The date for the next Tri-Town meeting that the selectmen will attend in Bennington will be November 3rd, 9th or 17th. The selectmen can attend on the 3rd. Ms. Hanson will let the other towns know.
Mr. Webber said the information from the potential Op-ed that was reviewed in the last board meeting came from the Antrim Wind Application; Appendix 14a, Economic Impact Assessment and U.S. Energy Information Association (EIA). Mr. Genest and Mr. Robertson don’t think they should go forward with an article at this time. Mr. Robertson suggested something could be written when the hearings are scheduled.
Mr. Weber motioned to go into non-public session under RSA 91-A:3 II (b) hiring. Mr. Genest seconded.  Passed 3/0
Mr. Webber motioned to come out of non-public session under RSA 91-A:3 (b) hiring. Mr. Genest seconded. Passed 3/0
Mr. Robertson motioned to seal the minutes of the non-public session. Mr. Robertson seconded. Passed 3/0
  • After no further business Mr. Webber moved to adjourn. Seconded by Mr. Robertson. Passed 3/0
